Is StaleConns value a cumulative value that does not decrease?

I'm wondering if this number doen's decrease at all unless the pool closed?
I'm monitoring this value during runtim and it seems it was kept increasing over time.
If this value increasing, what does it mean? IS there any side effect there?
Any idea?
I saw another discussion but not sure if this is a similar case.
