Consider adding cmake to the images

I have had a few people request cmake be available while documentation is building. These users are using it to build some intermediate docs sources before Sphinx does the build.

We are implementing the ability to install APT packages in readthedocs/readthedocs.org#8065 --there is no need to install cmake in the base image anymore.
