CollectResponses bug... doesn't limit each user to response limit

Steps to reproduce:

set up a limit of 5 responses for the CollectResponses component
set up 2 users as participants
run the flow
observe that one person can contribute more than 5 responses, and not hit the limit, thus only allowing another user fewer responses, perhaps none.
