In order to ensure compatibility between Turtles chart, default CAPI version and Turtles UI extension, we need to manage version and lifecycle of UI extension together with Turtles chart.

This involves installation, upgrade and deletion of a specific UI extension version together with Turtles chart.

Similar issue exists on UI: rancher/capi-ui-extension#95
