LGTM extension should have a DevUI Card

Description

When using quarkus-observability-devservices-lgtm, users don't have an easy way to access the Grafana UI.
Lots of other extensions add a DevUI card with a link to the external UI

@geoand what's a DevUI card? Or what do we need to add to Observability extension to have this?
