What is the expected enhancement?

Module for plotting full dissociation curves, saving/inspecting intermediate results, plotting, bootstrapping, intelligent step size, etc.

Phase 1: Basic helper class in QiskitChemistry
Phase 2: Change to rely on a generalized class in Aqua

Closing this issue in view of the recently merged algorithm pes_samplers, specific BOPES Sampler in #1352
