Can we simply import extract_barcodes.py to qiime2?

@qins - maybe --- although extract_barcodes.py does quite a lot, and the issue at hand here is really just supporting dual-index demux. It might be easier to just extend the current paired-end demux support in q2-demux. Is this something you would be interested in contributing?
