In function "create_fpn_mobilenetv1_ssd", base_net and source_layer_indexes are wrong?

Might be. I added fpn to ssd, but didn't find significant accuracy increase. The file is not properly maintained right now.

@qfgaohao Do you think FPN-SSD can help on small object?

@AlanStark it's supposed to help. My guess is that the features from upper layers provide more contextual information, which may help the classifier. It's widely used in RCNN like detectors. It's worth to try.
