Fix support for cp313-musllinux_i686

In #287 where I attempted to add support for CPython 3.13, I found that on musllinux_i686 there was a integer overflow issue which did not exist for 3.12. I'm not sure what the issue is, but for now I've just disabled building the wheel for that particular variant.
