Setup.py installing requirements doesn't work

Hello!

I'm having problems to install the following requirements.txt when creating setup.py

requirements.txt

The setup.py is always installing the public repo (without PiPy - last line) first. However, the public repo requires numpy, scikit-learn and other libraries and thus, it should be installed last.

Any ideas how to solve this issue? I'm trying now for hours but couldn't come up with a good solution.
