There are at least two issues which make pip difficult to work with in proxied environments. The good news is: those are issues in requests and are also tracked in their issue tracker: kennethreitz/requests#1727 and kennethreitz/requests#1885. This issue exists as a reminder to vendor a new version of requests as soon as these problems are fixed. Wouldn't mind a local workaround too, but that might be too much work for something that is ought to be fixed soon.

I don't think we test proxied environments to well either, so good catch. Once requests gets these sorted we can pull in a new requests.

The first issue is fixed, the second at least partly - I've asked there.
