As per #488 (comment), we're still not handling the multiple requirements files case correctly. We need to resolve these all at once instead of one at a time for the same reasons as listed in that PR.

I think we can consider this complete with the refactor in #523. Let me know if I've gotten that wrong @tetsuo-cpp and we can reopen 🙂
