Let's add a bullet point to this section that says

* Once or twice during the EiC rotation, the EiC should check to see if any packages in our pyOpenSci list are potentially no longer maintained. If a package is no longer maintained, follow the process in the [package archive section](https://www.pyopensci.org/software-peer-review/our-process/policies.html#package-maintenance-and-maintainer-responsiveness) of our peer review guide

Then in that section of the guide - the policies - maintainer-responsiveness we should add a "how to archive a package section". @banesullivan if you can open a pr for these peer review guidechanges, I can help edit the text.
