Update governance proposal deposit requirements

Summary

Update the deposit required to 50,000HASH to strongly disincentivize spam proposals. Also add a Msg Fee to increase the base cost of creating a governance proposal to 100HASH.

Problem Definition

As part of the upcoming exchange listings of the HASH token and the general wide spread use of the network it was determined that the amount of funds at risk for creating a governance proposal was too small at the current value of the token in USD.

Proposal

Update the green upgrade handler to set the deposit required on governance proposals to 50,000 hash and add a Msg fee for adding proposals.
