Add upgrade handler logic for navs

Summary

Net Asset Values now use mills as their unit, and all previous entries need to be converted to this unit.

Problem Definition

All entries for Net Asset Values are in cents and should be updated to be in mills.

Proposal

1. Add logic to convert units from cents to mills for all NAVs in the upgrade handler for 1.18.
