Move redux to RTK

Summary

We need to migrate the redux folder to RTK to enhance our tooling of the Provenance Explorer frontend code base

Problem Definition

As the complexity and size of the code base increases, adding tooling helps mitigate issues and speed up code development. Coverting our redux state machine to RTK will enhance tooling across the entire code base.

Proposal

Convert current redux setup to RTK.
