Add the governance actions, reducers and hooks

Problem Definition

In order to build out the pages for governance, we need the infrastructure in place to pull the data throughout the explorer

Proposal

• Add actions for each governance endpoint
• Add reducer functions to handle each action
• Add hook for governance, for convenience pulling data / actions in components
