[ESP32] Add the ShutDown flow for bluedroid.

Reproduction steps

The current system lacks a proper shutdown flow for the Bluedroid stack on the ESP32 platform. The current flow (tested locally) results in potential deadlocks during the deinitialization process. To address this, a comprehensive and well-structured Bluedroid shutdown flow needs to be implemented.
