In the PR #28104, the report Scheduler generates a report on the ReadHandlers creation before the maximum interval has been negotiated, thus making the Interaction Model immediately Schedule and engine run.

This might be the cause of issue #28434.

This PR: #28536 removed the immediate emission but the CI should be able to catch this.
