As per TC-DM-20 step 1, DUT sends scan network command to TH. The scan network attribute has different mandatory parameters in Chip tool Darwin vs Chip tool.

In Chip tool, SSID and Breadcrumb parameters are optional while in Chip tool Darwin these parameters are mandatory.
