Network commissioning server ConnectNetwork/RemoveNetwork cmds return NetworkNotFound instead of NetworkIdNotFound (spec)

Problem

The RemoveNetwork and ConnectNetwork commands return a networking status of 'NetworkNotFound (0x05)', when the spec indicates that they should return a status of 'NetworkNotFound' (0x03)
