Upgrade to eslint 9

I ran into the following error when trying to install eslint-plugin-primer-react with a new react app initialized using vite.

$ npm install --save-dev eslint-plugin-primer-react

Will it be okay if we bump up the eslint dependency in eslint-plugin-primer-react from 8 to 9?

Thank you for the issue! We're currently working on upgrading to V9 right now, and should be there pretty soon. Here's the PR if you want to follow along with the progress: #287.
