Function Keys Appear to be Disabled

The media controls on the function keys stop working when using Karabiner Elements, specifically:

• Decrement Brightness (F1)
• Increment Brightness (F2)
• Sleep (F16
• Rewind (F7)
• Pause/Play (F8)
• Fast Forward (F9)
• Mute (F10)
• Decrement Volume (F11)
• Increment Volume (F12)

I experimented with use Karabiner Elements to map those functions to the respective features/functions and double checked to make sure Function Lock is off. Keys work properly when I "quit" Karabiner and stop working when I enable Karabiner.
