Handling Modification Side Effects

Is there a way to limit a keypress to only adhere to a "single" modification?

This is my specific conundrum:

I have my physical Caps_lock key with a complex modification that allows it to be two things:
(1) Escape key when tapped
(2) Ctrl key when held with another key

And now I bind my physical Ctrl key to act as Caps_lock so I can still have that option.
However, since Ctrl binds to Caps_lock, it binds back into the complex modification assigned
to Caps_lock as described above, no longer allowing me to ever access the Caps_lock key.

Is there a way around this or is this a limitation I would have to work with?
