Many countries have many ways of abstaining. The code should be abstain in all cases, and a note field should specify the type of abstention.

Sure, Chile has a special abstention "Artículo 5° B ley orgánica constitucional del Congreso Nacional", which means, "abstained due to conflict of interest".
