Need to change AMI and verify swodlr works with new base OS.

Only place EC2 is used is for database bootstrap: https://github.com/podaac/swodlr-api/blob/develop/terraform/database_bootstrap.tf#L54

Needs to be implemented before next bootstrap of the database but is low priority for now.
