The text encourages implementation not to return error code with MPIR_ERR_FATAL as long as the implementation is still in a state that can continue to return error. Currently, ch4 already uses MPIR_ERR_RECOVERABLE everywhere. The exception is in MPID_Startall.

This ticket probably have to be assessed on a case by case basis and it is difficult to plan a clear todo list. Thus, I am closing this issue for now.
