Add exclude-states parameter to SaltWorker that excludes salt states from execution #418

Sometimes it is desirable to exclude a state from executing, even during the highstate. Frequently, the scap scan is such a state, in order to speed up watchmaker completion for an otherwise known build.

We can do this by passing exclude=<comma-separated-list of states> to salt-call, via the process_states() function.
