Should be

[build-dependencies.protobuf_build]
git = "https://github.com/plietar/rust-protobuf-build.git"

otherwise you get this:

    Updating registry `https://github.com/rust-lang/crates.io-index`
    Updating git repository `https://github.com/plietar/rust-protobuf-build.git`
error: no matching package named `protobuf-build` found (required by `xilps`)
