v9.52.12 of laravel includes dependencies that are incompatible with php v8.0 and now require v8.1 or greater. bumped the php version in the config file to 8.1 |

Description
REsyncs psh config files in this repo with template builder
reorders properties in psh config files to match docs
adds inline docs to psh config files
adds github workflows
renames upstream readme to README_UPSTREAM
All other changes are from the laravel upstream. @thomasdiluccio can you look through those changes and make sure everything is 👍 ?
