When viewing a tab, say home, and you have scrolled down, you should be able to tap again on the home icon to do a refresh and jump back to the top of the feed.

See #819 for design stuff in general about new swiftui messages.

Bonus points if tapping on the tab icon twice takes you back to where you were. It's a great feature for mis-taps.
