Export metric for: memory.limit_in_bytes

The memory.limit_in_bytes value in the memory cgroup should be exported as a metric and incorporated into the Grafana dashboard.

Found an oddity in Slurm where it doesn't set memory.limit_in_bytes at the task level but does at the step level. We may need to climb the hierarchy to get the "true" limit.

are you still working on this project and if so, are you interested in any pull request? I forked it and did some minor modifications to e.g. also read out the correct total amount of allocated memory: main...seb45tian:cgroups_exporter:include_avail_memory
