After some usage of the app show a popup that asks if the users likes the app (y/n) and if they choose yes then ask if they want to submit a review in the app store.

Must we really interrupt user's workflow with a "do you like this app? please review!" I don't know about you, but when I'm using the PG Dev app, I've got a specific task in mind, and reviewing isn't it. (I can review later, when I'm not testing.)
Now, that does not mean it wouldn't be acceptable to have a link (down around terms & privacy) that triggers a rating (on iOS, this could go straight to the store using StoreKit). This doesn't interrupt the user's workflow, but still gives a convenient method for rating should the user decide they have a moment to spare.
