ZoneInfo segfaults when "init.py" passed as key #87

ZoneInfo constructor segfaults when "init.py" is passed as a key if tzdata is installed in the environment.

example

Python 3.8.2 (default, Jul 16 2020, 14:00:26)
[GCC 9.3.0] on linux
Type "help", "copyright", "credits" or "license" for more information.
>>> import backports.zoneinfo as zoneinfo
>>> zoneinfo.ZoneInfo('__init__.py')
zsh: segmentation fault  python

I was able to reproduce this on both Windows and Linux
