Adding additional permit statements to a cedar policy

I've been playing around with this repo and have noticed that .cedar files with multiple permit statements don't seem to be workable, though I've seen example .cedar files in other locations that do have multiple permits. Is the multiple permit statement not possible with opal? Am I missing some kind of specific formatting around them?
