Update Control Bar Documentation

A clear and concise description of the problem. Which components are affected?

Related to issues / questions that were raised by Skupper and their use of the control bar.

There were some use cases which came out of using the control bar functions that were not documented, although they are common and expected. Update the docs to include info that clarifies the extent of the control bar functions and scale changes.
