No option to create project if all projects are deleted

Expected vs actual behavior

If we delete all projects using API, then UI starts misbehaving. UI does not allow to create new project or view user, groups etc.

Steps to reproduce the bug

1. Delete all project using API or (CLI?)
2. Access Paralus using UI

Should Paralus allow deleting all the project? If yes then UI should provide an option to create a new project.

• I've described the bug, included steps to reproduce it, and included my environment setup with all customizations.
