Currently, the dependency wasmer is pinned at version 2.3.0 which is behind the latest one. This issue is raised for updating the version of wasmer to ensure the integration of its changes and fixes, for example, #4120.

This upgrade should ensure the compatibility of the CBI and the consistency of the execution results of the contracts in previous version.
