A convenience function for monitoring the status of a pipeline

Would be nice to have a good, color coded, non verbose way of viewing pipeline status over time without repeatedly calling !pachctl list pipeline etc.

An alternative option would be to implement this in the pachyderm IDE via Jupyter widgets: https://github.com/pachyderm/pachyderm-ide/issues/40

That would mean a smaller audience, but OTOH would offer more flexibility in how rich we can make the output, including support for color, tables, etc.
