cosmo: Add APOB data NV copy for eMCR

- Add the APOB data NV copy file to the BIOS Directory for eMCR;
- Disable recovery on CMOS clear since a cosmo boot always
  looks like a CMOS reset and eMCR is incompatible with recovery;
- Explicitly define the APOB address.
