Curated hug system

Currently we just pull a random image from danbooru.
Ideally, we curate pool of good quality, tagged images.
Users should be able to add images with low effort.
E.g. by invoking a certain add command, on which other users can react. Once five users or so voted, the image is added to the database.

It may be also cool to listen for "blobmeltcute" reactions on every random image the bot fetches and then save them somewhere.
