Allow specification of delay and tags on submit page

Is your feature request related to a problem? Please describe.
Currently via the UI a new task cannot be started with an initial delay. Further tags cannot be set via the ui.

Additional fields in the UI (Task submit page) which allows to set an initial delay (Delay field of POST API), as well
as for tags.

Describe alternatives you've considered
Creating an initial task for starting a task with the mentioned fields (Subsequent tasks are scheduled via an API call
from within the initial task)

Thanks for the enhancement proposal.
That's seems ok for me.

I guess we should put these new fields along with the Watchers fields, and maybe hide them under a Advanced parameters, as I guess it might be confusing for end-users to know what should be filled if they are not µTask fluent.
