当微信 API 返回错误时，用户可全局配置是像 3.0 一样抛出异常还是直接返回内容。

返回内容，由业务来做判断

支持这个，直接抛出异常，如果想对不同的异常做处理就比较麻烦。

4.0 默认已经不做逻辑错误检查了
