Add Lift as a recognized dependency update tool

Is your feature request related to a problem? Please describe.
I would like to add Lift (lift.sonatype.com/) as a recognized tool for the Dependency-Update-Tool test to expand the list of popular available tools.

Describe the solution you'd like
Add a new case to the Dependency-Update-Tool to pass if a valid configuration file for the Lift tool is found.

Describe alternatives you've considered
None in this case.

Hey @theresa-m could you tell us how we can detect the use of Lift? Config file?

Lift does have a config file .lift.toml. Its existence is not required to use the tool however I think it makes sense to continue using this approach for detection as existing tools have done.
