Rather than just measuring the arrival of the bus within a certain timeframe, it would also be useful to measure the frequency of available (and possible seated) capacity compared to scheduled capacity. For example, If there are 20 scheduled peak period departures, how many of them could I actually get on (or get on comfortably)?

Interesting... This seems to be a lot more in the domain of GTFS-Ride since it has to do with ridership, and trip_capacity.txt does include seated and standing capacity, but not a comparison of obs to sched. Thoughts on how we should handle the overlap?

@e-lo I think we resolved that this should be in GTFS-Ride, is that correct?
