added "en" language code to the bz-telegram.json file

I added the "en" language to the bz-telegram.json file because of this error on the Id Editor page "Missing en translation: community._communities.openstreetmapbelize Telegram"

removed the ym-Sacred-Heart-Junior-College.json file because the group doesn't exist anymore. I emailed the owner and he confirmed the group is disbanded.

Oh this languages doesn't affect the iD error message. It's just the list of languages spoken on the Telegram.

I believe the warning should fix itself automatically whenever iD starts to pick up the latest localization files.

FWIW I accepted the PR for the deletion of the group that doesn't exist anymore, and removed the 'en' from the bz-telegram.json in 6a13cda 👍 thanks!
