Add OSM Argentina community.

PS: This is my first time opening a pull request in a GitHub project! :)

OSM Wiki isn't one of the resources that we currently support. I don't think of it as the sort of thing where a newcomer could just drop in and ask questions or meet people.

Is there another channel for Argentina that would be more for that purpose? Such as a mailing list or forum?

Also, the description and extendedDescription should be in English, and will get translated into all the other languages.

In that wiki section we listed all the available contact channels. We have a Telegram group that is most active channel, but if you prefer we could use the forum.

I'll translate the descriptions. In fact, I'm one of the iD's Spanish translators, so I'll have double work :P

How should I proceed with the changes? 1. Edit the file 2. Commit and 3. Make a new pull request? Is that right?

To make this fast and easy, how about we do this:

You reply here with what you want the description (and optional extendedDescription) to say for each of these in English, and I will add the files and merge the PR.

  • Foro: OpenStreetMap Forum Argentina
  • Lista de correo: talk-ar (Archivo histórico)
  • Twitter: Twitter user@OpenStreetMapAr
  • Facebook: Facebook user OpenstreetmapArgentina

You already did the hard part of finding the groups and adding the geojson, so all I have to do is copy and paste some things (and I still have the window open because I just did 95293e6)
