Support frictionless agent install options

Since PE 3.7.x, frictionless agent install allows passing a list of settings into the installation process:

The pe_agent provisioner should expose these as a configuration setting.

Hiya @Sharpie Just curious if this is possible yet, and maybe the ticket just hasn't been updated.
In particular, it'd be nice to pass the --puppet-service-ensure stopped flag to make the puppet service not run after install.

@natemccurdy Not possible yet. It's the next major feature I'd like to implement though.
