Stepping down from maintenance

Hello,

I'd like to step down from being listed as a maintainer. In the past couple years, I've barely helped with the project, due to lack of time/energy, and the fact that I don't use netlink on a daily basis anymore. I realize that I haven't even answered several of your queries @cathay4t. I apologize for this, and I'd like to thank you for all the work you've done with these crates <3 I do plan to contribute occasionally but shouldn't be relied on for decision making.

You have created these great projects which I learned a lot from you.

The https://github.com/rust-netlink/netlink-packet-route/network/dependents shows we have 10k project depending on rust-netlink.
This will never happen without your great contributions.

I will move you to Emeritus Maintainers list (If I got time to create so) and also change the config to save you from github notifications.

Hope we could work together again or meet in real world.
