REST API: last_modified attribute in REST_API get_repos() call

I can't find a definition of the meaning of last_modified (at the repo level).

• Is it the last time the repo was changed?
• Is it the last time any of the contents in the repo have been changed? (i.e. latest commit)
• Is it the latest commit on the default branch?

I am hoping it is the last time any file has been touched in the repo.

My understanding is
"pushed_at" for the last time any content changed
"updated_at" woud incude things like settngs change of the repository, so doesnlt necessrilt represent a date of las content changed
You can test this simply enough.
